Add a flow for unchanged documents

For a contractor it must be possible to return (submit) a document with a status "Unchanged". When this document returns to Meridian it should be revoked from the workflow. It's now hard to determine wat has been changed and what is not changed.

    This feature has been added to Portal in the 2020 Q2 cloud release, and in Meridian Power 2020 R2: Make change status of document returned from Portal available in a script). Up to the client to decide what the next step is.
