Add a bid management module

Add a bid management module to meridian to portal to send out official RFP/RFQ packages to contractors to view drawings and put commercial bid.

    This is a duplicate suggestion.

    The M360-I-37 "Add Bid Management Modlule" idea will be used for input going forward.
