Coming from field experience, system should have the ability o to send documents to review based on the matrix. Process right now:

1. Customer send a package of docs
2. Doc controller accept package
3. Doc controller accepts each document (or all of them)
4. Doc controller find and select documents he/she just received
5. Doc controller add documents to clipboard
6. Doc controller hit send button and select option Review
7. Matrix kick in and It can be send it right the way,

Ideal process would be

1. Customer send a package of docs
2. Doc controller accept package
3. Doc controller accepts all documents and, at same time, is able to send it to review based on matrix.

Even better process would be the possibility of

1. Customer send a package of docs
2. If it is a trusted contractor, Distribution matrix kicks in and document are send directly to review.
