add document is mostly used to create document from templates, but as it is now user has to do to many clicks to get to the wizard pages.

- Dialog to Upload a document is mostly not used (he goes to import, drag&drop)

User should see a combination of:

- Document-type (same as we have if document-type security is on in the PUC)

- Load a document if he wants to load an existing file otherwise he will select a template
