It avoids deleting of EDM groups by Admin's accidentally.
If deleted, the sites users were affected an it takes lot of time to restore the groups in DB.
The person creating and managing EDM user account should not have access to delete any role group from the application.
The split between User Management and Group Management is implemented in Meridian Cloud Portal. Project Owners/Administrators mange the users in a project and Portal/Tenant Administrators manage groups at Tenant level

If I understand correctly, the concern has to do with the re-work required to add users or groups should they be accidentally deleted by an Administrator.
While splitting up the User and Group management would reduce the chances of an accidental deletion of Users and/or Groups, this still would still not eliminate the possibility of a User/Group being deleted.
Would the introduction of additional verification during the delete action help?
Or, would an undo type of a function help?
