Add compability for Meridian Server to use Azure SQL service

Currently, use Meridian Server local installation, the BC-Enterprise is not compatible to use Azure SQL services.

Some big customers transferring the on premise Meridian solution to the cloud we (very much) like to see official support for a SQL service (under Azure as well AWS). Setup of a separate server is more costly than using a service.
