Hide Worflow comment in PWC

often the workflow comment is needed at the end of a change.

it should be possible to hide the workflow comment wizard it not needed (less dialogs in PWC).

    I understand the idea, but the consequence will be that the user cannot enter a comment at all anymore. Is that OK?
