Align the behavior between CWF and built-in WF status change where in CWF document is downloaded by the browser when SiteCache is not used

Use-case described above is with PowerWeb client and without SiteCache.
To align the behavior the same as with the built-in workflow.
It's not expected to download the document when you do a status change within the worklfow.
