In Power User, you are able to set Document Type availability to "Never" so that you cannot pick the document type as a "new document from template" however, it will still import the type, based on the import file types you have set on the document type. In Power Web, it does not let you import a document, if "Never" is set.

Is seems to be a requirement that you have to allow both NEW and IMPORT for a document type in Power Web? This seems limiting, as there are genuine cases where the user would only import documents, not create them from a new template.
