Publish standard documents for all projects

An organisation defines standard operating procedures (SOPs), document templates and other standards (such as CAD standards) that are then used as part of the contractual agreements between the supply chain and the organization.

The standards should be made available (read-only) to all project stakeholders.

When new revisions are published, all projects are notified of the updated standard. This notification could be to the project owners and/or to a list of 'subscribed' users.

Typically these standards are adopted by projects at a particular revision - new revisions are adopted at the discretion of the project management.

Keeping track of which project is working at which version of the standards would give visibility of the impact of changing a standard.
