Whitelist to add Application for the meridian application integration

currently in the Application Integration we can add a Blacklist but we need a whitelist because in an environment with many application it is impobssible to use the blacklist.

and the blacklist using the Meridian dialog is not the solution, there we can not switch back to the standard windows-dialog

    It is importend for installation where many hundert clients are installed

    This should be an server site setting that overwrites the client settings and also no reg key should be used for it. It should be a setting in the administrator.
