In PowerWeb it is possible to create a Dynamic collection of specific drawings that can be shared with a large number of people.  In Explorer, this is not possible.  There are a lot of cases when the Navigation views aren't possible, and could be easily addressed with a Dynamic Collection like in the PowerWeb client.
