To date, workflow transitions can be run from Meridian Power (which requires a "Power" license) or Meridian Mobile (which only requires an "Explorer" license).

It would therefore seem logical enough to allow workflow transitions from Meridian Explorer, or at least "Decision" or " Review" type transitions. This way, people who simply need to validate documents could do so from a single interface. Meridian Power would then be reserved for contributors only (people who create or modify documents).
