As a mobile user I want to be able to annotate documents while in the field and review my annotations behind my desktop before I "release" my annotations

As a mobile user I will make annotations while working on a project in the plant. But before these annotations become available to other Meridian users I want to keep them "private" so that I can review them first, e.g. behind my desk, and only then "release" my annotations.
