PowerWeb - Allow renaming for Static Collection(s)

A user is allowed to rename a Dynamic Collection, but not a Static Collection. It's easier to rename instead of selecting all records (limited to 3000 records per selection) and creating a new Static Collection.

      We have moved saved searches to Cloud Explorer. Users can save and rename collections. Administrators can also create collections for all users.
