Enterprise Server licensing should take precedence over Meridian Admin licensing

This idea ticket is created to monitor /MPS-28298 where legacy license settings should be ignored when an Enterprise Server application server is configured to avoid confusion.

    Meridian is stuck between sometimes using BCES and sometimes using (legacy) BC-Meridian Administrator for license management. If you want us to use BCES, can you make it fully functional? If you want us to use BC-Meridian Administrator, can you not hide it by default? Mixed messages makes our jobs harder.
