I have been testing the new hot spot feature in 2021 and one of our customers was hoping to use it to link to any document within the vault. As they already have this functionality using a third party viewer and would like to bring that functionality into Meridian. What I have found is that you can only create a manual hotspot on a PDF of a DWG file that was generated by the publisher job with the extract hotspot option turned on, either if there are no tags in the dwg file to extract.

The customer would like to add hot spot links to any PDF rendition.
