When choosing the reviewer or approver, only users with permissions in the project type should appear in the user list.

The idea is related to the list of reviewers and approvers in Power rather than Portal.

The list of reviewers and approvers can be restricted based on the list of reviewers and approvers in the associated project in Meridian Portal.
You can send the documents for Routing to Document Controllers in Portal. Portal has dedicated Reviewers and Approvers per Project Type. Portal also provides Expertise and Distribution Matrix per Project Type.
