use web.config to predefine IIS values for up/download

the default values IIS is using are to smal for meridian if it uses lager files like in Revit. this 2 values should be preconfigured in the meridian web-config:
there are 2 values:

maxRequestEntityAllowed = 2147483647

if this value is to small we get strange errors like the 403 error or can not use drag&drop large files

maxAllowedContentLength=4294967295

the maximum size meridian/iss could deal with

    We have encountered this with enough customers that it's now our standard procedure to increase the value. It makes sense for this value to be modified by Meridian as default.
