Add an event BeforeSendPackage/ToPortal

At this moment ,and for what we know and can see, there is no event that can be used to prevent certain documents from being sent to the portal (abort the event).
This is a feature that is a really a must have!

    We plan to a script event when sending to Portal in Q3 or 2022. I added the requirement to support scripting to exclude a document from a package and to cancel the entire package.
